2025 Projects and Updates (Construction and Design)

Mount Albert Storm Outfalls, Retaining Wall and Trail Design

Project Background:

This storm outfall and retaining wall project is in the community of Mount Albert, adjacent to Vivian Creek Park. There are four storm outfalls and one span of retaining wall in need of repair. Town staff have investigated and continue to monitor the condition of the outfalls, although they require repair, the current state is stable and interim holding repairs will be completed (if necessary) until construction takes place. Similarly, the slope behind 13 and 15 Valley Mills Road was also inspected, monitored, and deemed stable. 

Vivian Creek Trail Feedback 

Thank you to everyone who completed the Vivian Creek Trail Closure survey. Your thoughts and feedback have been incorporated into a staff memo for Council. The memo was presented to Committee of the Whole on July 25, 2023, to view the Agenda, please visit the Council meeting portal.


 Storm Outfall Locations:

  • 66 Alice Street (rear-lot)
  • 68 and 70 Alice Street (rear-lot)
  • Behind 15 and 17 Valley Mills Road (Two Storm Outfalls) 

Retaining Wall Location:

  • Behind 13 and 15 Valley Mills Road 

 

The map below outlines the retaining wall and storm outfall locations. This project has several complex
factors that are being considered as part of the repairs, including slope stability, erosion, construction access, environmental and trail impacts. With the help of preliminary input received by external construction and engineering professionals, Town staff have awarded the design contract to Aquafor Beech. 

Next Steps:

  • Continue to monitor the retaining wall and outfall locations. 
  • Complete interim repairs, if required until the construction can be completed. 
  • Design preparation is currently underway, and continued public engagement is expected in early 2025.

Asphalt Resurfacing & Reconstruction

The following locations are scheduled for 2025:

  • Holborn Road (Woodbine Avenue to approx. 450m east)
  • Herald Road (Highway 48 to Ninth Line)
  • French Crescent (all)
  • Howard Avenue (Jessie Crescent to Maple Way)
  • Main Street (King Street to the Mount Albert Community Centre)

The construction contract is expected to be awarded in early 2025. Before construction work begins, area residents will receive a notice with further details.

Road Reconstruction Design

The following locations have detailed designs that are scheduled to begin in 2025:

  • Queensville Sideroad and Centre Street Intersection (Detailed Design)

This site previously had a preliminary design completed, and a public information centre (PIC) was held on Wednesday, December 6, 2023. Project maps and PIC presentation materials are below for your reference:

Bridge Rehabilitation - Design and Construction
Design

The following locations have detailed designs that are underway:

  • Queensville Sideroad Bridge 110 (approx. 100m east of Highway 48)
  • Queensville Sideroad Bridge 109 (approx. 700m west of McCowan Rd.) 
  • Doane Road Bridge 108 (approx. 300m east of Kennedy Rd.)
Construction

East Townline Bridge 113 (approx. 650m south of Holborn Rd.) and East Townline Bridge 114 (approx. 700m north of Holborn Rd.):

  • Both bridges have utility relocation construction underway, expected completion by late January 2025.
  • The bridge replacement contract was awarded in December 2024, with work starting in early 2025.
  • Bridge construction is expected to take approximately 12 months, with a refined bridge reopening date to be confirmed in Fall 2025.

Queensville Sideroad Bridge 110 (approx. 100m east of Highway 48)

  • The bridge replacement contract is expected to be awarded in Spring 2025.
  • Construction is expected to commence shortly after award.
  • Bridge construction is expected to take approximately 12 months, with a refined bridge reopening date to be confirmed in Fall 2025.

 

New Sidewalk Construction
The following location is scheduled for new sidewalk construction:
  • Highway 48 (Princess St. to Foodland)

Construction contract expected to be awarded in February 2025, with construction beginning in the summer. 

 

New Sidewalk Design

The following locations currently have designs underway:

  • Highway 48 (Princess St. to Foodland)(Q-20-06)
    • Design completed and Ministry of Transportation (MTO) approval obtained.
  • Mount Albert Road (Tyson Drive walkway to Grist Mill Rd)(P-18-02)
  • Queensville Sideroad (Holland River bridge to Yonge St)(P-18-02)
    • Both locations are at 90% design completion. 
  • Mount Albert Road (Conn Drive to EG Sports Complex, North Side Only)(Q-22-02)
    • Design completed and York Region approval obtained.

  • 2025 repair locations are being identified across Town. 
  • The construction contract is expected to be awarded in early 2025. Before construction work begins, area residents will receive a notice with further details.

Streetlight Pole Rehabilitation 

Steel streetlight poles identified for repair and replacement through inspections completed in 2023/ 2024.

  • Repairs and replacements expected in 2025.

  • Phase 1 - Yonge Street (400m north of Green Lane to Morning Sideroad)
    • Construction is complete.
  • Phase 2 - Hwy 11 (Morning Sideroad to Dogwood Boulevard/ Sherwood Glen)
    • Construction is expected to commence in 2025.

Water Rehabilitation Program

A Sharon watermain replacement detailed design is underway for the following locations:

  • Mount Albert Road (Charles Street to 75m east of William Street)
  • Charles Street (Mount Albert Road to Jennifer Crescent)
  • Howard Avenue (Mount Albert Road to Morton Avenue)
  • William Street (Mount Albert Road to Morton Avenue)
  • Morton Avenue (Charles Street to east end)

 

A new watermain design of a secondary watermain connection for the West Holland Landing community (west of Holland Landing Road).

  • Design contract preparation is underway.

 

Installation of new fire hydrants at strategic locations:

  • Mount Albert Road (from Holland River Blvd. to 2nd Concession Rd.)
  • Dogwood Boulevard (from Highway 11 to Tesla Cres.)
  • King Street (from Shannon Rd. to Robert Hunter Cres.)

Once the individual construction projects above are awarded, a copy of the Notice of Work will be uploaded into the table for reference.

Federal Gas Tax Funding​

The Government of Canada provides funding to Municipalities with Gas Tax Funding for a variety of different project categories including local roads and bridges. From the Town's Capital Budget, the following Road Construction and Capital Engineering projects have received this funding:
