The Town of East Gwillimbury has initiated a Secondary Plan Process for the Town’s Complete Communities (New Community Areas) Secondary Plan. The purpose of the Secondary Plan is to establish a detailed planning framework and urban land uses in accordance with the policies of the Town of East Gwillimbury Official Plan and York Region Official Plan (2022) to allow the Town to begin the long-range planning of the Town’s new community areas.
The Town is committed to managing growth in a responsible manner that will achieve the Town’s vision for a safe, accessible, and livable community. The commencement of the Secondary Plan process is fundamental in securing financing from the Whitebelt Landowners Group and providing a level of certainty for the direction of these 'New Community Areas.' The Town of East Gwillimbury, in coordination with the Whitebelt Landowners Group (the “LOG”), will prepare a Secondary Plan and associated background studies for lands newly included in the Urban Area (“new community areas”) as approved in the Region of York Official Plan (2022), reflected in the adopted Town of East Gwillimbury Official Plan, 2022 and as shown in the attached context map.
On September 6th, 2023, East Gwillimbury Council commenced the East Gwillimbury Complete Communities (New Community Areas) Secondary Plan.
The required background and technical studies for the Complete Communities Secondary Plan work program will be undertaken by the Town and the Whitebelt LOG. Town staff in coordination with Town’s Planning Consultant will oversee the development of this plan, including completion of the required background studies, in an effort to work towards a Town-initiated Official Plan Amendment (Secondary Plan) to the Town of East Gwillimbury Official Plan (2022).
The New Community Areas are included as part of the Complete Communities Secondary Plan and will subsequently be subject to individual Community Design Plans. Efforts to complete the Secondary Plan will occur concurrently with efforts to finalize the updated Town of East Gwillimbury Official Plan (June 2022).
As part of the development of the Complete Communities (Whitebelt) Secondary Plan, extensive public consultation will be held with the public, at which time comments, questions, and input may be provided. Additional public consultation will take place as part of the future Community Design planning process, subsequent to the Secondary Plan Process.
